Executive Director of Education and Children's Services

Firstly, thank you for taking an interest in this exciting opportunity. Appointing a new Chief Executive and Executive Director of Education and Children's Services is a really big decision for us and I appreciate that it will also be a big decision for you to choose to apply. That is why I want to tell you a little more about Lancashire County Council and help convince you that it is a great place to work and live.

Lancashire is the fourth largest local authority in England and it spans twelve districts that cover a huge geographic area and a wide range of communities both urban and rural. As a county council our remit is substantial, varied and complex - but our purpose is simple – we exist to serve the people of Lancashire by working as efficiently and innovatively as possible to prioritise the services they need and want.

This is a crucial time for Lancashire County Council, and we must create a more financially stable organisation that will future-proof our improvements to vital services. One of the priorities of my administration is to support the most vulnerable people in our communities and, as can be seen across the country, the demand on services continues to rise at the same time as we face an unprecedented financial challenge.

The role of the new Chief Executive and Director of Resources will be to build on the successes of the past and continue to cultivate the relatively newly formed Corporate Management Team and lead the organisation through a critical period of change and development. The biggest challenge we face is to ensure that we are financially secure and able to deliver continuing and improving services for the residents of Lancashire within the overall financial constraints. It is important therefore that our Chief Executive and Director of Resources is both financially astute and commercial aware, and can bring those disciplines to bear in their leadership and management of the organisation. Despite the challenging financial times there are huge opportunities for the county and a lot of energy to make things happen.

The role of Executive Director and Children's Services is equally as exciting and we are getting back to basics, and that means we must concentrate on improving services for children in need of help and protection. Along with County Councillor Susie Charles, our Cabinet Member for Children, Young People and Schools, I have been closely involved in understanding the complex issues we have to resolve and agreeing how to go about addressing them and we have been working hard to prepare for our Ofsted inspection. In addition we have an ambition to improve education for young people in Lancashire and although our schools are good we are striving to make them even better, especially for those who need our support the most. 

In order to ensure our children's services are stable, we are currently attracting experienced staff and developing our workforce, and appointing to the Executive Director role is key to ensuring the service has the right leadership and vision for the future.

These roles are a critical next step for us to ensure we have the long term leadership the challenges demand. It will not be an easy task for anyone but you will be coming into a supportive environment as part of a team of officers and members determined to get this right for the people of Lancashire.

Not only is this a great place to work, Lancashire is fantastic place to live with the coast, rolling hills and countryside in abundance, good quality housing and an excellent motorway network. What is there not to love?
